Pondok Wisata, and why your villa may not be legal to rent
If a listing says "excellent rental returns" and you ask to see the Pondok Wisata licence, you will be surprised how often the conversation changes.
What it is
Pondok Wisata is the licence that permits short-stay accommodation in a private home, capped at five rooms. It is issued at the regency level, and it is tied to the property and the zoning, not to you personally. Without it, renting nightly is trading without a permit, whatever the previous owner was doing.
Above five rooms you are into hotel classification, which is a different and much heavier process. The Amed and Canggu properties on our books that run eight or nine keys hold different licensing for exactly that reason.
Zoning comes first
The licence follows the zoning. If the land is zoned for residential or agricultural use, no amount of paperwork produces a valid Pondok Wisata. This is the part buyers miss: they assume a licence can be applied for later, and then discover the underlying zoning makes it impossible.
Check the zoning before you check anything else. In Canggu and Pererenan large areas remain designated as green belt or subak-protected, and that designation is being enforced more consistently than it was five years ago.
What enforcement actually looks like
For years the honest answer was "not much". That has changed. Since 2023 there have been closures, and the Bali provincial government has been public about targeting unlicensed accommodation and short-stay listings on agricultural land. It is uneven, and it is often complaint-driven — a neighbour objects, and then the file opens.
Practically, the risk is not usually a dramatic shutdown. It is that you cannot advertise on the platforms that now ask for licence numbers, cannot open a proper business bank account against the revenue, and cannot sell to a buyer who does their own due diligence.
Before you buy
- Ask for the Pondok Wisata certificate and check the number against the regency record
- Confirm the zoning permits tourism accommodation, in writing
- If there is no licence, price the property as a private residence — not as a rental business
- Budget three to six months if you intend to apply, and do not assume approval
